Honoring the Memory of His Holiness Pope Francis

Published: Mon 21st Apr 25

This presidential proclamation directs that US flags be flown at half-staff to honor the memory of Pope Francis until sunset on the day of his interment.

The order applies to all public buildings and grounds domestically and all US embassies and facilities abroad.

This is a customary action displaying respect for significant global figures.

Arguments For

  • Mark of Respect: Lowering the flag is a traditional and widely understood gesture of respect for deceased figures of significant global importance.

  • International Relations: The action demonstrates respect for the Vatican and the Catholic faith, important aspects of US foreign relations.

  • Constitutional Authority: The President's action is based on the authority vested in the office by the Constitution and laws of the United States.

  • Historical Precedent: Similar proclamations have been issued in the past to honor deceased world leaders and religious figures.

Arguments Against

  • Potential for Criticism: Some may argue that lowering the flag for a religious figure could be seen as favoring one religion over others.

  • Resource Allocation: There are associated costs in carrying out this directive.

  • Alternative Forms of Recognition: There are alternative ways to honor Pope Francis without involving flag lowering.

  • Symbolism Debate: The symbolism of flag lowering is subject to varied interpretations, and not everyone may agree with this particular use.

By the President of the United States of America A Proclamation As a mark of respect for the memory of His Holiness Pope Francis, by the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, I hereby order that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, on the day of interment.  I also direct that the flag shall be flown at half-staff for the same length of time at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.

IN WITNESS WHEREOF, I have hereunto set my hand this twenty-first day of April, in the year of our Lord two thousand twenty-five, and of the Independence of the United States of America the two hundred and forty-ninth.
