The Greater Lincolnshire Combined County Authority Regulations 2025

The Greater Lincolnshire Combined County Authority Regulations 2025 establish a new combined county authority for Lincolnshire, North Lincolnshire, and North East Lincolnshire. The regulations create a directly elected mayoral position and grant significant powers over economic development, transport, housing, and planning.

The authority receives functions previously held by the Homes and Communities Agency, along with powers to establish development corporations, implement transport schemes, and coordinate strategic planning across the region.

Arguments For

  • Creates a unified governance structure for Greater Lincolnshire, enabling coordinated regional planning and development

  • Establishes direct democratic accountability through an elected mayor, giving residents greater influence over regional decision-making

  • Devolves significant powers from central government, allowing for locally-tailored solutions to regional challenges

  • Provides new tools for economic development including strategic planning powers, transport authority status, and ability to establish development corporations

  • Enables more efficient allocation of resources and coordinated service delivery across constituent authorities

Arguments Against

  • Adds an additional layer of governance complexity to existing local government structures

  • Requires significant cooperation between constituent councils which may have differing priorities and interests

  • Implementation costs and resource requirements for establishing new administrative structures

  • Potential challenges in coordinating decision-making between mayor, combined authority members, and constituent councils

  • Risk of uneven development focus between urban and rural areas within the combined authority

The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 9, 10, and 13, and 16, 18 and 19, and 22, 27, 30, and 32 to 52, 53, 54, 252 and of, paragraph 3 of Schedule 1 to and paragraph 3 of Schedule 2 to the Levelling-up and Regeneration Act 2023.

There is established a combined county authority for the Area. The combined county authority is to be a body corporate and is to be known as the Greater Lincolnshire Combined County Authority.

There is to be a mayor for the Area. The first election for the return of a mayor for the Area is to take place on 1st May 2025. Subsequent elections for the return of a mayor for the Area must take place in every fourth year thereafter on the same day as the ordinary day of election.
